Updates on Individual Senior and Under-65 Products
1) New Medi-Pak Supplement kits available
- 2018 kits — with updated 2018 Medicare benefits — are now available for order and shipment through Blueprint for Agents.
2) No news on Arkansas Works… yet
- If we learn anything about the pending status of the proposed changes to the Arkansas Works program, we will let you know. If you read or hear about a decision, the impact will not be immediate. Our understanding is that changes will not go into effect until at least 60 days after the date of decision.
3) Clarification on new Agent Consent Form
There's been very good feedback related to our new Agent Consent Form. We did want to offer clarification and additional guidance on a couple of common scenarios.
Regarding Arkansas Works enrollments, the Agent Consent Form will be accepted and processed if one of the two scenarios below is true:
Scenario 1: The client signed the Agent Consent Form at the time of enrollment.
Example: The date the eligibility application was submitted to Arkansas DHS (usually through Access.Arkansas.gov) is October 23, 2017, and the signature date on the Agent Consent Form is October 23, 2017. The effective date of the policy is December 1, 2017. The enrollment is received by Arkansas Blue Cross and Blue Shield without any agent information. The agent submits the form to agent marketing to show proof of assistance with the enrollment and the form is processed. The agent will be added to the policy effective December 1, 2017.
Scenario 2: The Agent Consent Form is received within 30 days of the effective date.
Example: The date the eligibility application was submitted to Arkansas DHS (usually through Access.Arkansas.gov) is October 23, 2017. The client did not sign an Agent Consent Form at the time of the application, nor did the agent’s information come over on the enrollment file. The effective date of the policy is December 1, 2017. The agent can submit the Agent Consent Form with a signature date up to 30 days (up to December 31, 2017) after the effective date of December 1, 2017. The agent will be added to the policy effective December 1, 2017. We will not retroactively add an agent in this situation.
It is best practice to obtain the Agent Consent Form during the initial enrollment process as the form provides proof of assistance with the enrollment. The form should not be used as a substitute for providing a NPN on an enrollment.
4) 2018 OEP/AEP in the books
We understand how taxing the last Open Enrollment and Annual Election Periods were and we are very thankful for the hard work of our agent/broker community. We are looking at ways we can provide better service, and more support to our agents and their clients during these compressed enrollment periods. We are working very hard to do better, and do more, in 2018 just as we know you are.
